National Medical Commission Issues Public Notice on Foreign Medical Graduates (FMGs)

The Undergraduate Medical Education Board of the National Medical Commission has released a public notice addressing concerns raised by various stakeholders, including Foreign Medical Graduates (FMGs) from Ukraine and the Philippines. The notice outlines detailed clarifications on multiple issues faced by these graduates.

Clarifications for FMGs from Ukraine:

I. FMGs with Completed Offline Medical Courses:

  • Must obtain Provisional Registration from the concerned State Medical Council.
  • Required to undergo a one-year Clinical Residency in India.
  • Eligible for stipends on par with Indian Medical Graduates.

II. FMGs with Break in Final Year (Due to COVID or War):

  • Undergo one-year Clinical Clerkship in India to compensate for deficiencies in training.
  • The Indian Medical College may charge clerkship fee from FMGs maximum upto Rs. 5000/-PM
  • Medical colleges may charge clerkship fees, with a maximum limit.
  • Eligible for stipends equivalent to Indian Medical Graduates during Clinical Residency.

III. FMGs with Break in Penultimate Year (Due to COVID or War):

  • Undergo two-year Clinical Clerkship in India, supported by logbook.
  • Similar stipulations on fees and stipends as in Situation II.

IV. Allowing FMGs from Ukraine to Continue Studies Abroad:

  • Extension of Academic Mobility Program for FMGs returning from Ukraine.
  • Transfer/migration to be availed within 3 months from the date of the notice.

Clarifications for FMGs from the Philippines:

  • De-recognition of BS Course in the Philippines from 18.11.2021.
  • FMGs in MD Course before this date can complete the course and qualify for FMG Examination in India.
  • One-year internship required after FMGE for compensation.

Issue of Eligibility Certificate (EC) to FMGs:

  • Exemption for Indian Citizens/OCI who pursued pre-medical education outside India in 2018-19 & 2019-20.
  • Eligibility criteria based on age and marks in 10+2.
  • One-time exemption granted considering unique circumstances.

Capping of Time Limit for FMG Examination:

  • FMGs must appear for FMG Examination/NExT within 10 years of completing their training abroad.
