The Under Graduate Medical Education Board of the National Medical Council on 11th December 2023 released an official notice addressing the frequently asked question concerning Foreign Medical Graduates with reference to the public notice dated 7th December 2023.
- Issues Related to FMGs from Ukraine
The major concern was can the students pursuing their studies in Ukraine/Russia at the time of the war be allowed to migrate to other countries. Now, as per the new guidelines of the NMC, the students are allowed to migrate to any other country. NMC further clarifies the terms of migration. Candidates who were physically present in Ukraine/Russia before the war and who returned to India by 31st March 2022 are eligible to migrate to any other country except India. The permission for migration shall expire on 07.03.2024. - Issues Related to Recognition of BS Course
Another issue was regarding the applicability of which regulations to students pursuing BS courses at the time of publication of FMGL regulations. According to the new NMC regulations, the old screening test regulation 2002 will apply to students physically studying BS courses at the time of publication of FMGL Regulation 2021. However, they have to undergo an internship in India as per the CRMI regulation 2021. - Issues Related to Internship of FMGs in Indian Institutes
Another issue pertaining to the FMG graduates was what will be the quota of seats available for internship in India for FMGs in various institutions of India. The National Medical Council, in its latest notice, reserved 7.5% of seats in old colleges and 100% in new medical colleges. Further, the students are required to complete their clerkship and internship in the same medical institution. However, the authority to allot internships will be jointly decided by State Medical Councils and the State Directorate General of Medical Education. - Issues related to Capping of Time Limit to Qualify FMGE Examination
FMGs must complete their internship in India within 10 years of joining their Foreign Medical Institutions. - Documents required to submit to NMC/ State Medical Council/ National Board of Examination in Medical Education by FMGs
Before seeking registration to practice modern medicine in India, FMGs are required to submit the following documents:
a) Passport, visa documents, evidence of stay, class, clinic, and practical training details
b) Certificate of passing for each year/semester
c) Certificate establishing a license to practice modern medicine/allopathy in the country of graduation.
